Background
The Governments Decent Home Homes Standards is a piece of legislation intended to basically bring all social housing into a decent condition, with most of the improvement taking place in more deprived areas of the society. It is also the intention to increase the proportion of private housing in decent condition occupied by vulnerable groups.
RSL understand that a home is only considered a decent home when it is ‘wind and weather tight, warm and has modern facilities.’ The Government’s goal, by the introduction of these standards, is to address the neglect of housing stock over recent decades; with an overriding priority to generally improve people’s quality of life in the home.
It is clear that the Government is dependent on social landlords to achieve their directive and have tasked them with assessing their stocks general condition including life cycling of building materials and facilities. The assessments or surveys are then to be used to design and implement a strategic and routine programme of repairs/renewal with the ultimate objective of eliminating non decent housing.
RSL have carried out stock condition surveys to highlight these non compliances and address them by repair/renewal or remedial measures which are included and budgeted for within the strategic management/maintenance plan.
What RSL can provide
We can provide designated, experienced stock condition surveying teams who can programme and undertake the stock condition surveys. The teams will be made up of 3-4 surveyors all of who are fully trained in the ECMK software for data collection.
We will advise on how to programme the stock condition process and advise on accurate and realistic timescales for completion of the survey process. Our experience on undertaking circa 10,000 surveys over the last two years has allowed us to build up detailed historic data on which any programme will be based.
We can set up the software (in tandem with the ECMK provider) onto the client network to allow all stock condition information to be transferred into maintenance budgets and programmes to achieve the goal of eliminating non decent housing.
RSL Experience
Having worked intimately with large regional Housing Associations to undertake stock condition surveys we have received training and are fully conversant in the use of up to date soft and hardware packages for data collection.
We have successfully managed stock condition survey instructions for the past two consecutive years on behalf of a large local Social Landlord/Housing Association undertaking circa 10,000 surveys. We have worked closely with all client representatives to understand and appreciate the key elements of the instruction with high priority estates being targeted and programmed following client liaison. We have undertaken initial meetings and established from the client, the areas of main concern and timescales for individual sites and the overall project. Programmes have been developed by Robertson Simpson Ltd which sets out on an estate by estate basis, intended start and completion dates for works.
